The baseline content can be accessed and navigated via multiple means:

• start from the baseline content, and select the topic that interests you;
• move up in the texts hierarchy by using the breadcrumbs navigation that appears at the top of the page;
• browse from cell (page) to cell (page) by using the [left | right | up | down ] buttons (under the breadcrumbs);
• use the top-bar drop-down menus to navigate to particular sections of the baseline;
• use the search button for finding paragraphs that use a certain term;
• use page-tags to find sections that cover specific keywords.

• While critical issues receive most attention, the less discussed elements of a baseline may be forgotten or somewhat neglected.
• By inviting all stakeholders to comment on all the baseline content that is related to them, one can improve overall quality, in parallel with making critical issues explicit as early in change initiatives as possible.
